| eCPIC is an investment management tool that can be used by a broad array of agencies across the federal government to customize, simplify, and automate CPIC data collection and transmission. The application provides government with a web-accessible tool for managing investments throughout the capital planning lifecycle and coordinating budget data collection between stakeholders within an agency for submission to OMB.
The eCPIC solution presents a component-based and service-oriented architecture that can evolve to meet changing stakeholder needs. It also takes advantage of innovative technologies that will provide a high level of flexibility and modularity to permit ongoing modifications and upgrades once deployed. The Solution Architecture is structured to define and support the rapid assembly and deployment of business, technology, and data components to collectively and seamlessly support the management and execution of CPIC processes. This architecture embraces a modular, component-based approach, which provides a robust and scalable foundation, enabling effective and efficient component re-use in a web-based environment.
The eCPIC application is installed in an Agency's intranet on a server running an IIS 5.0 application/web server on the Windows 2000 operating system. Leveraging the .NET framework on IIS, the application server hosts the logical presentation, business, and integration tiers concurrently. Secure database connectivity is maintained with one of two permissible databases - either SQL Server 2000 or Oracle 9i - running on a Microsoft Windows 2000 server. In order to access this application, end-users do not need to have the .NET framework, or any other client side plug-in, installed to access eCPIC. Instead, users use a personal computer or workstation with either Microsoft Internet Explorer (IE) browser version 5.0 or higher or Netscape 7.0 or higher running either on the Windows 2000 or XP operating system.
